Resumo
This study has the objective of contributing to the literature that studies the tension between developmentalism and the democratic environment, as well as the reflection of that issue on the governance of the BNDES, in the recent period of state activism. To that end, it investigates if the institutional transformations of the bank were capable of creating institutional arrangements to adjust its design, which is markedly developmentalist, to the democratic context, in particular in an area of strong social control, like the socioenvironmental, in light of the UHE Belo Monte Project Finance case. The empirical analysis shows that this socioenvironmental policy, in the specific case of UHE Belo Monte, had a limited effectiveness because of a double disassociation. The first disassociation is related to the macropolitical authorities of the leadership of the Executive and the Bank, who set the political agenda of the BNDES, and to the micro-institutional bureaucratic bodies that execute it. The former represents a conservative and resilient authority in face of the change of the environmental and democratic paradigm, welcomed by sectors of the technical-bureaucratic body. The second disassociation, related to the macro-decision-making process of national energy planning, occurs by virtue of the separation of the Decision Stage and the Environmental Stage and because of the fact that the opportunities for participation and challenge are only conceded at a very late time, with a small chance for changes in decisions that have already been made and many sunk costs to consider. The thesis put forward by the study, therefore, is that the tension between developmentalism and democratic participation in BNDES became partly compatible through punctual institutional transformations that, in the end, revealed the prevalence of a resilient developmentalist trait with a socioenvironmental trait that was only deferential to, but not independent from, environmental institutions, which leads to the conclusion that, in the recent period of state activism, the accommodation of interests resulted in a “second best” socioenvironmental policy, different from the expectation created.
