Governança pública e sustentabilidadeo uso dos instrumentos de sustentabilidade na administração pública federal

Resumo

Purpose – The purpose of this work is to evaluate the instruments of sustainability and 
 sustainable social development available to the public manager, notably the 
 Environmental Agenda of the Public Administration, known as A3P, the Sustainable 
 Logistics Plan, and the sustainable biddings, and their use by the governance areas of 
 the bodies of the Federal Public Administration.
 Design/Methodology - The research was divided into two fronts. Initially, a 
 questionnaire was answered by members of committees or governance commissions 
 of the various ministries of the federal administration, about the sustainability 
 governance instruments existing in their respective bodies of action, their use in 
 decision-making and the perception of respondents on how the instruments could 
 improve governance. Subsequently, a search was carried out on official websites 
 about the organizational and governance structures of the responding ministries, as 
 well as the sustainability instruments implemented, comparing the findings with the 
 responses collected.
 Findings – We have shown that the sustainability instruments, for the most part, are 
 not known and/or not used by the governance bodies in decision-making, and in many 
 bodies, they have not even been implemented, despite the existence of legal 
 regulations imposing it.
 Practical implications - From these results, organizations can identify the reasons 
 for not implementing sustainability instruments in their organizations, acting in such a 
 way as to ensure greater inclusion of the theme in the management routine, which 
 must be transversal to all ministries.
