Resumo

Purpose - The main objective of the research was to identify and analyze the perceptions of managers in decentralized units about power relations within the scope of the PGFN. To this end, the study considers contemporary Federal Public Administration because of the administrative and State reforms carried out. It was recognized simultaneously as a source and result of structures and social meanings, inserted in the managerialist discourse. The organization of the PGFN is also described as a fraction of the Brazilian Public Administration. Design/Methodology - The applied methodology was a critical analysis of the discourse in its three-dimensional conception in relation to the interviews carried out with the managers of decentralized units of the PGFN. In the case of qualitative research, a case study was carried out in relation to the PGFN. Findings - The research revealed that local managers are inserted in biopower and psychopower relationships, related to characteristics of contemporary Federal Public Administration. Power relations act productively on subjects at the time that managers of decentralized units reify. The bureaucratic vector of control and hierarchy in the organization drives objectification of biopower, while the management paradigm converts the local manager into a servant and master of himself in the field of psycho-power. Research limitations - The research corpus was restricted to the particularity of 4 (four) managers of decentralized units in the interior of the State of Bahia, and managers of other units in contact with them. Furthermore, the investigation did not cover the changes that affected the public service during the pandemic underway in 2020. Practical implications - It is extracted from the critical discourse analysis carried out in the research for the Federal Public Administration and, specifically, PGFN, that power relations permeate the daily functioning outside the formal ways of public organization. Thus, for the context of decentralized units, it must be considered that bureaucratic isolation reinforces the manager's perception of isolation and non-belonging. In addition, in this same scenario, account should be taken of the concentration of duties and responsibility in the decentralized unit manager, and the public demand to avoid passive decentralization in relation to the Judiciary. Social implications - The study allows the PGFN to consider public service as a priority aspect in new movements of centralization and decentralization, alongside the passive organization in the interior of Brazil in relation to the Judiciary. Based on the study, the managers of decentralized units were able to reflect on their condition amid the dynamics of power in which they are inserted. Originality - This is a study that covered a non-recurring aspect in works on decentralization: the power relations that involve subjects far from the center, in the light of the local context.
