Resumo

The Brazilian Agricultural Providence is strong tied and determined for the condition of social right to which it was raised in the Constitution of 1988. The inclusion of the Agricultural Providence in the System of Social security, as subsystem of the politics of Social welfare, that until then was conceived as warranting of rights based on the logic of contributive insurances, provoked, since then, legal and institutional transformations, that had brought fort impact for the financing of the Brazilian Social welfare. This work has as objective to verify the relation it enters the necessities of financing of the Agricultural Providence and the financing of the Brazilian social welfare looking for to reconstitute to the antecedents and the evolution of the Brazilian Agricultural Providence, with emphasis in the legal-institutional evolution and the results of its structure of financing to the long one of the 90’s. The gotten results demonstrate that in the current form of financing of the Agricultural Providence a distributive mistake occurs, which is of poor workers of the urban sector to finance poor works of the agricultural sector; as also a problem of potential conflict it enters the representations of the urban workers and the agricultural workers in the system of the social welfare. Therefore, to correct this form of financing is crucial important for an improvement of the standards of formulation and management of the social politics.
