Resumo
The article describes the amazing political and economic development of the Venezuelan society in recent years: from a feeble and depend civil society to a new situation characterized by the emergency of social projects with a high degree of autonomy in face of the State. It is also affirmed that the State reform has provided it with a public framework potentially sufficient to strengthen its stature, enabling it to get rid of the majority of defects accumulated by the the official machinery during the last decades.
