Resumo

Will more resources make the government spend better? There are theories for and against, therefore, to evaluate the effects is an empirical question. However, assessing this issue is empirically difficult because problems with typical endogeneity are generally encountered. In general, municipalities that spend more have higher incomes, and in many cases, better quality. Thus, better spending is associated with more resources. This work explores the expansion of the State of São Paulo highway concession program, which generates, in an exogenous way, an increase in municipal revenues through the collection of ISS, to analyze the effect of an increase in revenue on the quality of public expenditure in education and health. Using the differences-in-differences methodology, the impact of the exogenous variation of the increase of the revenues in the Municipalities on the quality of the expenditures with education and health, measured by the educational infrastructure and by the number of doctors, is analyzed. The control group is the municipalities that have highways that were not granted by the State or the Union, so do not receive ISS from toll rates; and the treatment group are the municipalities that have highways that WERE granted by the State or Union and started to receive ISS, derived from toll rates. This work shows that the isolated municipalities that receive the unexpected revenue from the ISS on toll rates show an increase in the number of doctors, which may indicate a better level of local health care. In relation to the educational infrastructure, measured by the variation in the number of classrooms, a worsening in this indicator is identified, which may reflect in rooms with a higher density of students. On the other hand, the municipalities that started to receive this exogenous income from ISS, maintained the quality of the schools, which was measured by the analysis of the first main component, created by combining the following variables of the school census: (i) number of schools with computers, (ii) with internet, (iii) with sports facilities, (iv) library, (v) audio and video equipment and (vi) if it has sewage and electricity systems.
