Estudo exploratório sobre a formação da estratégia em organizações do terceiro setor

Resumo

The Third Sector is increasingly important in Brazil and all over the world. The Sector, which has emerged and established itself as an important economic and social agent, gained importance due to its direct action in solving social problems and discussing effective, long-lasting social policies. Based on knowledge of business strategy and empirical research, this study aims at contributing to the understanding of Third Sector phenomena in Brazil. This effort started with a theoretical survey of strategic planning and of emergent strategies. An in-depth analysis of these two concepts comprised the initial framework for the research. Afterwards, a wide-ranging theoretical review of Third Sector studies was conducted from a business strategy point of view. Such theoretical review yielded the first important contribution provided by the present study: the setting of a framework for research, which highlighted five important aspects for understanding the process of strategy development within nongovernmental organizations (NGOs). These are: the process of professionalization of NGOs and their adoption of formal strategic planning; competition between Third Sector institutions; the leadership role; NGO networks; and the emergent strategies. By means of a multiple-case study (YIN, 2001), two NGOs have been thoroughly researched. Both case studies analyzed the development of strategies over the course of the NGOs' existence, focusing on the five aspects that were highlighted during the literature review. Based upon the previous research, a critical analysis was then conducted, taking into account empirical data collected during field research, which led to the second important contribution made by this study: the confirmation of certain aspects that had been outlined during the theoretical review – such as the development of emergent strategies and the leadership role –, as well as a further theoretical elaboration of other aspects – such as network formation; professionalization and formal planning; and the competition between NGOs.
