Estudo da aplicação do método Value for Money para a avaliação da eficiência da concessão de serviços de abastecimento de água no município de São João de Meriti

Resumo

This work analyzes the feasibility of using the Value for Money method, as a criterion that the government can adopt, to assess whether water supply concession programs are capable of generating efficiency gains for the public power and for society. In this sense, it was adopted as a case study, the adhesion of the municipality of São João de Meriti, located in the state of Rio de Janeiro, to the concession program of Cedae (Companhia Estadual de Águas e Esgoto do Rio de Janeiro). The methodology of the public sector comparator, widely accepted in countries such as the United Kingdom, which have experience in PPP programs, was adopted, followed by the sensitivity analysis of Value for Money in relation to variations in the variables that make up its calculation. The data are punctual estimates of costs and revenues, which cover the entire concession period, and which were obtained in the economic feasibility studies, present in the annexes of Cedae's concession contract. The study points out that the concession is advantageous for the government and that there are variables capable of changing the result of the Value for Mooney, in order to modify the judgment regarding the concession. Thus, it is concluded that the Value for Money method is feasible to be used by the government, as a decision-making criterion, provided that it is applied periodically, as a way of reviewing the decision.
