Resumo

This dissertation analyzes how public security governance arrangements condition the integration between state organizations with jurisdiction over the coastal zone of the Port of Santos, the largest port complex in Latin America and the main logistical corridor for Brazil’s foreign trade. The study begins with the premise that the port environment is a complex sociomaterial space in which multiple organs — the Brazilian Navy, Federal Police, Federal Revenue Authority, state police forces and the Port Authority Guard — operate simultaneously but often in a poorly coordinated manner. Drawing on a qualitative case study that triangulates documentary research and semistructured interviews, the research identifies structural and operational barriers to interagency integration, revealing a governance arrangement characterized by fragmentation, overlapping mandates, absence of formal protocols and excessive reliance on personal networks to ensure day-to-day coordination. The findings show that, although technological resources, institutional expertise and formal mandates provide each organ with significant individual capacity, such capacities remain under-activated due to lack of technological interoperability, regulatory gaps and weak institutionalization of cooperative routines. This fragmentation creates opportunities for the expansion of criminal governance within the port environment, as illicit networks exploit operational vulnerabilities, institutional grey zones and coordination failures to use the port as a major transnational hub for cocaine exports. The analysis demonstrates that the core problem does not stem from a shortage of resources, but rather from the absence of integrated governance capable of coordinating multiple organs, aligning capacities and responding to adaptive criminal threats. The study concludes by proposing guidelines to strengthen state capacity, including the institutionalization of an Integrated Coastal Security Protocol, improved technological interoperability, creation of a permanent interagency situation room and enhanced local intelligence practices.
