Emendas parlamentaresuma proposta de alinhamento aos objetivos de políticas públicas

Resumo

In the last decade (2014-2024), the value of amendments to Brazil's federal budget has grown, in nominal terms, by more than 400%. During this period, the legal framework for the topic has changed, giving more political autonomy to the Legislative Branch. This changed its relationship with the Executive Branch and disrupted the coalition presidentialism system. Furthermore, public policies began to be underfunded due to the growth in the amendments value. Now society demands more transparency, there are members of parliament suggesting a Parliamentary Inquiry Committee (CPI) to investigate the amendments, and the STF (Supreme Federal Court) has expressed its disagreement with current practices. Thus, this Intervention Project (PI) reflects the literature on amendments, budgetary legislation, regulations of the National Congress, STF decisions on the secret budget trial and, for comparison, the report of the CPMI dos Anões do Orçamento (CPMI of Budget Dwarfs) from 1993. Thus, in the end, this PI proposes a new model for budget amendments, as a Draft of a Proposed Amendment to the Constitution (PEC).
