Resumo

Problems cheated by fast urbanization are chal1enging. And they are even crucial for those who retain the power to decide on their solution,while for the community in general, they stand for a heavy sacrifice, sometimes turning into a very strong social impacto Technicians and scholars of this subject should take advantage af the challenge it represents and search for more metropolitan administration and planning organizing formulas which would irnprove urban growth in a more efficient and adequate way. In this monograph \'/e have triéd (1) to study the metropolitan administration and planning institutions, antecedent phases in the country,under social,economic, institutional and political aspects; (2) to analyse, in a very particular manner, Fortaleza's Metropolitan Area (RMF), deepening said analysis to the point of examining the obstacles faced by those who attempt its implementation main')' the political and instítutional onés as well as (3) to create more opportunities for deeper studies on the subject.
