Resumo
The present work has as its object the examination and case study, in relation to public budget and fiscal variants, of a Public-Private Partnership (PPP) project, carried out under the terms of Law 11.079/2004, referring to the “Administrative Concession for carrying out engineering works and services and provision of nonpedagogical support services to teaching units of the municipal basic education network in the municipality of Belo Horizonte”. For this, the entire administrative process for contracting and developing the project was analyzed, from the prebidding procedures to the last signed amendment. Also, budget laws and fiscal annexes for the entire (pre) contractual period to date have been examined. Examining these sources of information, it was possible to see how the contract influenced (and was influenced) by public budget and fiscal issues in the municipality. Also, it is possible to perceive with this exam, how the legal norms of public budget and fiscal issues of the PPP Law happened in practice, influencing the course of the contracting. With this, there is the possibility - from the effective performance of a federated entity in a hiring of this type - to measure good practices and points to be improved on the public budget and fiscal theme of PublicPrivate Partnerships.
