Eficiência dos gastos municipais com a educação fundamentaluma análise dos municípios paulistas no ano de 2013

Resumo

The purpose of this work is to analyze the efficiency of the municipalities of Sao Paulo in relation to the public expenditures realized in the subfunction of fundamental education in the year 2013 with the technique of Data Envelopment Analysis (DEA). For the selection of inputs, we carried out a wide bibliographical review of articles that dealt with the theme. From this survey, with the linear regression technique, we identified which inputs pointed out in the literature have a higher correlation with the results of the IDEB (indicator used as product) for the municipalities of this study. With this, the inputs used were the average expenditure per student, the average number of students per class and the inverse of the rate of failure. It should be noted that both the inputs and the output used were related to the stages of Elementary education I and II of the municipal school system. In our analysis we also explored whether efficiency scores are statistically different compared to the size of the population of the municipalities. The main contribution of the work is the validation of the indicators used as inputs along with the creation of efficiency indicators in education, reinforcing the need for accountability.
