Eficácia escolar, liderança e aprendizagem nas escolas estaduais brasileirasuma análise multivariada em painel

Resumo

Despite improvements in enrollment rates in the last three decades in Brazil, serious challenges remain regarding the quality of public education, as gauged by the National System of Assessment of Education (SAEB). Over that same time, research on school effectiveness has been produced, aiming to identify which factors influence student learning. That research indicates that high perform schools have common characteristics that, among other elements, includes effective school leadership. Acknowledging the strategic importance of the principals, this research aims to investigate whether school leadership influences the learning outcomes of students in Brazilian public schools. I selected a set of data from SAEB from 2013, 2015 and 2017 editions to address questions related to leadership – from what the literature review points out, as well as the score of students in Portuguese and Math. I use a Multiple Linear Regression model with fixed effect and a set of controls to understand the relationship between school leadership and learning outcomes. The analysis pointed out that school leadership has a positive association with students' scores and can exert positive influence equivalent to 12 points on the SAEB score, both in Portuguese and Math. It is expected that a student gains 18 points on a test per year of schooling; therefore, a positive influence of 12 points is meaningful. This study also points out that, among Brazilian states, the attributions assigned to the principals are, mainly, characterized by a list of tasks that do not promote the development of an effective leadership profile. Given these research findings, I recommend states incorporate effective leadership into their assignments for principals.
