Resumo

The Brazilian municipal public education has shown progress in recent years. There was an expansion of access to education but there is still much to be done in relation to improving the quality of education that is offered in the country. Some experiments have been tried that can contribute to progress on the issue of quality of education, seeking new forms of education and her management in Brazil think. This dissertation has studied, some Brazilian experiences that have been thinking Education from collaborative territorial arrangements. We start with the discussion of Federalism and the absence, in the Brazilian case, of mechanisms for intergovernmental cooperation, broadening the debate from the perspectives of multi-level governance, the forms of cooperation existing in the country and the discussion from the geography of territory. The intent is to consider alternatives and factors that may contribute to a more collaborative action among actors involved in public education in the country From the empirical study of cases in different regions of the country, in Bahia Território Chapada, Arranjo Noroeste Paulista in Sao Paulo, Arranjo Estrada de Ferro Carajás in Maranhão and two consortia in the southwestern region of São Paulo, we seek the characteristics, peculiarities and similarities of each territory to build a general statement about the collaborative territorial arrangements and their possible contributions to improving the quality of public education in Brazil. It is intended to identify the possibilities and limitations of this type of experience for the improvement of teaching and learning of Brazilian public schools.
