E se lembrássemos dos conflitos? Uma tipologia para espaços participativoso caso do Comitê Gestor do Plano de Desenvolvimento Regional Sustentável do Xingu

Resumo

Making visible the place of conflict and social suffering in participatory spaces is at the heart of this research. The main objective is to help identify elements from approaches to conflict mediation in shaping these spaces. The theoretical domain articulates interdisciplinary reflections on the concept of conflict and the characterization of different approaches to dealing with them, as well as contributions from the literature on the institutional design of participatory spaces. With a qualitative approach and based on the interpretivist paradigm, the research is based on an instrumental case study of the Management Committee of the Xingu Regional Sustainable Development Plan, participatory space within the context of the Belo Monte Hydroelectric Power Plant. Semi-structured interviews, document analysis and non-participant observation were used to investigate the case. In dialogue with the theoretical framework, dimensions of analysis were identified that lie at the interface between the design of spaces and their approach to dealing with conflicts: (i) the motivation for creating the space; (ii) the explicit objectives of the space; (iii) the definition of who participates; (iv) the power of those who participate; and (v) the functioning of the space. The research thus resulted in the proposal of a typology for classifying participatory spaces based on how they deal with conflicts. Conflict management spaces focus on the efficient handling of the most immediate causes of disputes, seeking mutually satisfactory solutions, with little attention to diversity, parity between the parties and existing asymmetries, generating results that tend to be provisional. A resolving space, on the other hand, seeks solutions that better meet the needs of the parties and end the conflict, operating on a medium-term horizon. A transformative space, on the other hand, seeks to change social relations and structural inequalities with a long-term vision, addressing the immediate, underlying, and contextual causes of the conflict by strengthening capacities, resilience and caring for social suffering. This research offers both theoretical and empirical contributions, exploring the best formats for participatory spaces in dealing with conflicts. It highlights the implications of institutional design choices on the outcomes of social participation, particularly regarding the limitations of ensuring equity and caring for social suffering.
