Practical and Social Contributions: From the understanding of the challenges of e-leadership in the public sector and its influence on the exchange relationship between the leader and the led, the present study intends to collaborate, in the area of organizational studies, with the understanding of leadership, especially if exercised. remotely, as well as to identify successful leaders. Limitations: The main limiting factor of the present study was the Covid 19 pandemic, which may have influenced the research results, due to the emotional state of the participants. In addition, the lack of homogeneity of the teams and the diversity of activities of the interviewed leaders, as well as their personal characteristics, can also change the quality of social exchanges between them.
