Do México ao Paraguaia difusão do modelo maquilador como estratégia de desenvolvimento econômico

Resumo

This paper analyzes the role of maquiladoras as an economic development strategy in Paraguay, situating their emergence within the broader influence of the model originally formulated in Mexico – the pioneer in institutionalizing this form of export-oriented industrialization. The Mexican experience is presented as a historical and conceptual benchmark, followed by an examination of Paraguay’s Maquila Law, enacted in the 1990s, which introduced a series of tax incentives designed to attract foreign direct investment (FDI) and stimulate job creation. The study investigates the legal and institutional framework governing maquiladora operations in Paraguay, including the eligibility criteria for firms, fiscal exemptions, and labor and export requirements. It further discusses how these mechanisms shape national economic dynamics and labor market conditions, reinforcing the country’s insertion into global value chains through a pattern of dependent integration and contributing to the persistence of structural inequalities.
