Resumo

Purpose – The present study aims to understand and analyze, from the perspective of public
 agents working in the sectors of public procurement and contracts of the Government of the
 State of Rio de Janeiro, the influence of Law nº 14.133/2021 on their work routines. The study
 specifically aims to verify these professionals' perception of the impact of this law, analyze the
 opportunities that the legislation provides, and identify the main challenges faced in the daily
 life of these civil servants.
 Methodology – To achieve the proposed objectives, a qualitative research was conducted with
 a focus on a case study. The choice of this method was based on the fact that qualitative research
 allows for an in-depth exploration of specific issues, in this case, the perception and experience
 of public agents involved in public procurement and contracts of the Government of the State
 of Rio de Janeiro in relation to Law 14.133/2021. Data was collected through semi-structured
 interviews with public agents working in the procurement and contracts sectors of the
 Government of the State of Rio de Janeiro. The semi-structured interview allows the researcher
 to deeply explore the proposed themes, enabling the emergence of previously unpredicted
 insights. The collected data was analyzed using a content analysis technique. In this process,
 recurring themes, patterns, and discrepancies in the participants' responses were identified.
 Based on this information, it was possible to identify the impacts of Law 14.133/2021, as well
 as the opportunities and challenges perceived by the professionals.
 Findings – This study revealed that Law 14.133/2021 has a significant impact on the
 procurement and contracts processes of the Government of the State of Rio de Janeiro. Public
 agents perceived both challenges and opportunities arising from the implementation of the law.
 Among the challenges, the need to adapt to new procedures and the complexity of the law stand
 out. On the other hand, the law was also seen as an opportunity to improve efficiency,
 transparency, and competitiveness in the procurement and contracting processes. However, to
 fully leverage these opportunities, greater support and training for the professionals involved is
 necessary.
 Research limitations – Due to its focus on the experience of public agents in the State of Rio
 de Janeiro, the results may not be directly applicable to other state or municipal contexts, as
 each region has its own peculiarities that influence the implementation and effects of Law
 14.133/2021. The responses obtained in the interviews are based on the individual perceptions
 of public agents and may be subject to personal biases and subjectivity. The interpretation of
 the patterns identified through content analysis could be influenced by the individual views and
 experiences of the interviewees. Furthermore, the selection of interviewees may not represent
 all public agents working in the procurement and contractssectors of the State of Rio de Janeiro,
 considering the diversity of roles and responsibilities within these sectors. Despite these
 limitations, the study provides important insights into the impact of Law 14.133/2021 on
 procurement and contract processes from the perspective of public agents. Future studies could
 expand this research to encompass a wider range of public agents and different contexts.
 Practical implications - This study provides several practical contributions. It enhances the
 understanding of the practical effects of Law 14.133/2021, by examining the perceptions of
 public agents, which can be useful in the effective implementation of the law across various
 governmental contexts. The study also highlights the main challenges and opportunities
 perceived by professionals working in the procurement and contracts sectors, which can assist
 in creating strategies to deal with these challenges and seize the opportunities presented by the
 law. The conclusions of this study can serve as a basis for decision-makers when developing
 policies and practices related to tenders and contracts.
 Social implications – By identifying the challenges and opportunities perceived by public
 agents, the study can inform initiatives to improve the training and professional support for
 these individuals, which could result in enhanced performance and greater job satisfaction. This
 may also influence the development of policies favoring fairer and more efficient practices in
 procurement and contracts, contributing to social well-being and sustainable economic
 development. Furthermore, this study can serve as a foundation for future research seeking to
 further improve governance and public administration.
 Originality – The originality of this study lies in the analysis of public agents' perceptions
 regarding Law 14.133/2021 in the context of the State of Rio de Janeiro, a perspective seldom
 explored in the existing literature. Through semi-structured interviews, the study provides an
 in-depth view of the challenges and opportunities faced by professionals working in the
 procurement and contracts sectors. Furthermore, the qualitative methodology adopted allowed
 the identification of recurring themes, patterns, and discrepancies in the participants' responses,
 broadening the understanding of the practical effects of Law 14.133/2021 on the daily life of
 professionals involved in procurement and contract processes.
