Resumo

The governor is elected to conduct processes that enable the attainment of the objectives (government project) for which he or she was elected. These objectives should be chosen and modified according to the governability and the government capabilities that are available or that can be developed. These three dimensions (government project, governability, and government capabilities) compose what Matus defines as the triangle of government. The promotion of dynamic and ascending balance of the dimensions of the triangle of government constitutes the main challenge for the ruler and is a necessary condition for the success of his or her administration. To meet this challenge, planning is one of the most important tools available to the government. As the Pluriannual Plan (PPA) is the main formal instrument of governmental planning, this dissertation aimed to understand how essential attributes to the ruler: government project, government capabilities and governability, were present in the Pluriannual Plan. Specifically, we sought to understand how the internalization of the government project took place; if and how the governor and the nucleus of government were involved in the elaboration and management of the PPA; what role the PPA plays in the relationship within the Executive Branch, with Congress, society and federated entities; how the management of the plan was structured and how it relates to the priority agenda and the decision-making processes of the leaders. In order to carry out the research, a qualitative methodological strategy of comparison was used between two case studies, the PPAs 2004- 2007 and 2012-2015. The necessary information for this dissertation was obtained through documental research and semi-structured interviews with actors who had a relevant participation in the analyzed cases. The content analysis required the construction of categories of analysis that gave concreteness and clarity to the meaning of government project, governability and government capabilities. It is concluded that in both periods the PPA had low relevance for the ruler. The construction and revision of the government project and priority policies occurred via external paths to the PPA. The feasibility of the project through the construction of governability and government capabilities also did not use the PPA as a support instrument.
