Resumo

This paper has in view to make a historical retrospect of federalism, analysed here along the precepts of the Brazilian Constitutions successively enforced in the country; it is also discussed from the standpoint of an institutional division of work between the spheres of government. From this theoretical and historical reference stand, we take the problem of environment as a focal point, from there proceeding to examine the more substantial aspects of developmental federalization, such as decentralization, democracy, the role of the institutions - either governmental, or pertaining to the private sector or the so called non-governmental ones - in operating those functions previously restricted to the centralizing action of the Union. The study ends by trying to organize an agenda comprising both themes and problems of an institutional and managerial content, related to the possibilities and to the boundaries of a new institutional division of tasks between governmental and non-governmental levels, compounded in such a way as to represent a subsidy, capable to helping the different economic and social agents in the most needed redesign of their present roles.
