Resumo
In the last years, the academic community and activists have increasingly debated how Brazilian foreign policy and particularly the position the country have in the Common Market of the South (Mercosur) could be shaped by society. Social participation in the domestic sphere and the expansion of social issues within Mercosur are interrelated processes. The paper aims to: conceptually discuss the relationship between social participation and regional integration, address Mercosur changes in the 2000s and analyze social participation in Brazil in matters of Mercosur, focusing on analysis of the Program Mercosur Social and Participatory (PMSP).
