Política externa brasileira para a América do Suluma análise comparada entre os primeiros mandatos dos governos Lula e Dilma

Resumo

This article aims to do an exercise of comparative foreign policy. Its mail goal is to compare the foreign policy actions towards South America adopted by Lula’s government on his first term, with the actions developed by Dilma’s government on her first term. In order to perform this analysis, it is necessary to look at both the domestic and the international realms, so that it is possible, respectively, to understand the profile changes of the actors who make foreign policy decisions and to comprehend the evolution of the regional institutions of integration and the leftist governments. As these two aspects have a decisive impact on the formulation of the foreign policy tools towards South America, it is important to compare them, to identify the similarities and differences between the initiatives and strategies designed by both governments, and to observe the improvements and throwbacks that occurred in Dilma’s government.
