Definition and implementation of goals in public health organizations

Resumo

The process of defmition and implementation of objectives in public sector health organizations is discussed. Characteristics of these organizations, and of the conditions under which public administration operates, which may interfere with the above mentioned process are indentified. Attention is called to the role of leaders in the definition and implementation of objectives. This role contributes to the attainment of efficiency and efficacy, today markedly insufficient, yet absolutely essential, not only for organizational survival, but in order to respond to the need for care of the population, the reason underlying the existence of the organizations.
