Resumo

This study analyzes the participation of the National Council of Food and Nutritional Security (CONSEA) in the formulation of the Brazilian foreign policy guidelines in the food area during the Lula governments (2003 to 2010). It seeks to understand the objective and subjective conditions that favored the CONSEA's participation in the formulation of these guidelines. As a result, the research found that this was possible thanks to the political conjuncture of the time: inclusion of food and nutritional security in the government agenda in a political-administrative environment favorable to social participation; the Brazilian strategy of international insertion and; the existence of an extensive network of social mobilization in the food and nutritional security area, a factor considered the most relevant.
