Da guerra contra o terror à crise econômica internacionalperspectivas para a defesa brasileira em um cenário de transição nos gastos militares mundiais

Resumo

The article analyses possible tendencies, until 2016, on the military expenditures of the five main countries of North Atlantic T treaty Organization (Nato) and of the BRIC. We discuss the effects of the international economic crisis, which began in 2008, in terms of decline in Nato countries expenditures, as well as opportunities emerging for the BRIC, especially for Brazil, in such a context. We argue that, as a result of the decline trend in military expenditures of the analyzed Nato countries, the tendency of growing expenditures in BRIC countries represents an opportunity for reducing the gap in their military capacities when compared to members of the transatlantic alliance. This would occur both directly, due to the decline on expenditures, and indirectly, bearing in mind that such decline would serve as a pressure for companies in these Nato countries to enhance exports, thus increasing the bargaining power of emerging buyers.
