Crédito rural e estruturas de financiamento

Resumo

This paper outlines and builds on some aspects of previous research that analyzed the participation of the Federal Government in the sources of rural credit financing. This paper seeks to examine the financing of agriculture and the problems associated with it starting from consolidated structures like traditional banks, co-operatives of production, industry linked to agriculture, and more recently established structures like benevolent credit co-operatives, supporting funds among others, that have been assuming an important role in financing rural credit. The hypothesis is that those supporting financial structures appeared in different regions of the country aiming at increasing the range of possibilities stemming from rural credit. Four areas with different characteristics were selected that represent on the one hand the consolidation of agriculture in the south of Brazil and on the other hand areas that characterize more traditional agricultural practices. First, Paraná, the most important producer of grains, in 2003; second, areas in expansion in the frontier with Mato Grosso, the third largest producer of grains in the country; third, a promising area in the production of irrigated fruits to internal and international markets, represented by Petrolina in Pernambuco and Juazeiro in Bahia; and finally a traditional region of Brazil’s northeast, Ceará that has been adopting innovative experiences in financing.
