Corruptioncauses, consequences, and solutions

Resumo

This paper analyses several approaches to the study of the causes, consequences and role of corruption for society. There are at least three approaches to the subject. The first relates corruption with characteristics of the social system, considering it a byproduct of the process of modemization and a development inducer. The second looks at both sides of corruption: since the government is seen as an important provider of goods and services, authority, and power, corruption would be a way toOvercome bureaucratic bottlenecks and to speed up decision making: at the same time, corruption is considered a generator of social inequality, injustice, and distrust, undermining the political system. The third approach is a strong reaction against the first one, and worries about the causes - which can be social and individual, as well as institutional - and possible means of solving the problem. The paper ends by proposing a few topics for future study.
