Resumo

This essay is a case study of the coordination relations established during the implementation of indigenous education policy Território Etnoeducacionais (TEE). The locus for implementation of this policy is the Território Etnoeducacional do Médio Xingu (TEEMEX), which embraces 11 Indigenous lands. Due to their localisation in the area of socioenvironmental impact of Belo Monte Dam, under construction in the Municipalities of Vitória do Xingu e Altamira (PA), these indigenous lands are a focus of environmental compensation projects established by the Environmental Impact Assessment, the Plano Básico Ambiental – Componente Indígena (PBA-CI). These projects are later on related to the educational policy for indigenous populations. The research question guiding this study is: how does occur the coordination of a complex public policy implementation in a territorial context, which is also complex, marked by social and environmental impacts and broad contestation from civil society? This complex arrangement is, thus, analysed based on the four dimensions convened within coordination relations, they are subsidiarity, intersectoriality, public participation and territoriality. Different resources, logics and mechanisms of coordination were identified, as well as some overlap and conflict between a sectoral logic and a logic of federative coordination. Finally, it was found that coordination has occurred by means of (1) consolidation of a participatory instance by the indigenous population, (2) interactions between federal and regional bureoucracies in this forum (3) a intersectoral coordination mechanism that is permeable to social claims and (4) engagement of local social forces in establishing a territorial coordination mechanism.
