Constituent and popular participationnotes about Northeastern case

Resumo

It is the purpose of this study to contribute to a discussion on the participation of sectors of the Northeastern population in the Brazilian constitutional project. It starts by commenting on particulars of the future Constitution as concerns the people's participation, and later on proceeds with a theoretical revision of subjects involving political representation and citizenship. The discussion goes on to expose the set of complex problems of the Northeastern Region and the typical behavior of its political groups, picturing a parallel between the Northeastern question, unchanged through all these recent years in spite of an undeniable expansion of its economy, and the way it is manipulated at political level and turned into a supportive element of a career model for its political representatives.
