Cofinanciamento estadual para participação e controle social no âmbito da assistência social e seus efeitos para o funcionamento dos conselhos municipaisuma análise a partir dos Estados de Minas Gerais e Pará

Resumo

The literature about Participatory Institutions is vast in Brazil, but there is a strong concentration of production in aspects that involve the municipal and federal spheres of government. Although the research entitled “Pesquisa de Informações Básicas Estaduais (ESTADIC)” from  Instituto Brasileiro de Geografia e Estatística (IBGE) has been investigating state councils, funds, conferences and state level managing bodies, little is known about them and their respective relationships with the municipal level. In this sense, this article aims to verify the enforcement of the priority established for the state level to “support the instances functioning of control and social participation of social assistance policy”, focusing on the effects of financial contributions for participation at the municipal level. We have the following research problem: have the states contributed financial resources that positively impact the functioning of social assistance councils at the municipal level? We work with the budget data of the states of Minas Gerais and Pará to check if there is a relationship between the spending of these states in the control and participation axis of the policy and the quality of the councils (in 24 municipalities), measured from the Effectiveness Index from Participation (IEP), prepared by Almeida, Carlos e Silva (2016). We conclude that there is a precarious contribution of resources to the municipalities for the axis and an apparent negative effect of this aspect on the dimensions of deliberation and representation that make up the IEP, even though its dimension called “institutionalization” has shown good results.
