Resumo

Housing, as a social policy, is a field yet to be settled in the Brazilian federative debate, whether as a system, in cooperation mechanisms, in the participation of federal entities, or funding sources. The "Minha Casa Minha Vida program” (PMCMV) is the main federal initiative for housing finance post-1988 and the first one to massively consider the population in the worst economic condition. It was designed within the political axis of Union – Municipalities and characterized by the financial and decision-making strength of the federal government, rigid modalities, and the lack of voice and adaptability to subnational interests, in a federative context of significantly weakened housing policy. States and municipalities were seen as assistants oriented to help the implementation, without spaces for federative articulation and negotiation. What federative dynamics and tendencies happened? Did they reflect the expected reciprocal influences between public action conditions and federal entities? Based on novel empirical research, this work shows the first systematic exploration of the participation of state governments in the PMCMV at national level. Faced with a very strong and centralizing leader economically (the federal government), the states cooperated, but in a heterogeneous manner and with varying degrees of involvement, including affirmative actions of their federative condition. One-third followed the leader's preferences in supporting the program and its modalities (centripetal force), one-third deviated from the leader's preference by prioritizing small and fragile municipalities (centrifugal force), and one-third participated in selected large-scale projects in the capitals (FAR-Companies). Rurality, although served by the leader, was basically left out of state interests. The reciprocal forces of public action and federal entities are mapped in this work, filling gaps about Brazilian federalism in housing social policy and the day-to-day of vertical relations between the Union and the states. Effects of the federal government's high financial power on state autonomies and on housing policy itself still need further discussed.
