Biblioteca Parque da Rocinhacotidiano, cultura e cidadania num equipamento cultural carioca

Resumo

This dissertation proposes to analyse the network of libraries programme implemented by the Government of the State of Rio de Janeiro by presenting a case study focusing on the library Biblioteca Parque da Rocinha, the third cultural equipment of this kind inaugurated during the second mandate of the governorship of the State of Rio de Janeiro of Governor Sérgio Cabral (2011-2014) and the first to be installed inside one of Rio’s shanty towns. Among the specific objectives of this work are understanding the negotiation process of the State’s public entities with the community’s leaderships for the implementation of the library Biblioteca Parque da Rocinha; identifying the practices of the users regarding the public equipment installed and the perceptions of that public as to how the cultural space is perceived, as well as understanding the work dynamic of this unit, taking into consideration aspects such as planning versus demand, non-programmed uses, conflict resolution and the alternatives created generated by the understanding of the users’ reality and their needs, since the library is essentially a cultural equipment in a permanent state of construction.
