Resumo

The objective of this assignment is to analyze the spending process of the (ex) FNDE and of the FAE which have occurred until 1997, based in the period of 1995 to 1997. Additionally the document looks into the process of preliminary expenditure development by the new FNDE, therefore the new foreseen strategic boundary for the management of the MEC expenditure has been taken into account. The assignments analytical focus is to grant privileges using interpretive elements, present political and institutional aspects in the decision making process, and quantitative expenditure aspects, beginning with the conception that the main purpose of an expenditure series must serve as a subsidy for the redefinition of already existing policies, or as a projection base for future actions. Thus the key question for the elaboration of this study is: which role can (the new) FNDE play in the expenditure process of the MEC ? As a reply to such an inquiry this assignment tries to check the hypothesis that the creation of this new office has been attempting to eliminate bureaucratic conflicts that arose between the ex FNDE and the FAE. Moreover this study tries to reinforce an implementation of a resource decentralization policy, reassuring the strategy of the new definition of the MEC’s role. The resulting analyses tries to understand how the expenditure process occurred, beginning with specific motions of the dominant interests that have shown themselves in various occasions, and which made up the analyzed time. Besides illustrating and analyzing the results in terms of governmental action budget capacity, in this particular item linked to education, the type of approach adopted in this assignment allows the contradictory and yet similar feature of the public expense policies. Mainly, this type of approach hereby admits that the State is not a monopolistic entity in the service of one particular element with interest in acting exclusively, regarding decisions of program planning and execution. This entity may influence the State, causing repercussions like demands and contradictions from diverse social and political factions, which are the creative and dynamic members of the ruling class, who embody a capacity to persuade and claim their interests. Consequently, this entity exerts influence on the distribution of public resources, whether to prevent change or to introduce alterations to its favor. It is clear that during the process there are various factions planning and acting from different standpoints, according to the understanding and explanation of the reality that relates to their needs, demands and purposes, because of their individual capacity for action, handed to them by the resource of power under their command.. These factions, in their argumentative processes, confront each other and organize in agreement the decisions in the field of political interactions and decisive arenas, concerning the upkeep and growth of their respective space, relating to the control of power available to the State. In each of those decisive arenas are established the decision nerve centers of creation and implementation policies. In conclusion, it should also be taken into account that the nature of the faction articulation and the political actions envisaged to promote or hinder change in the institutional/judicial structure, even in the political or administrative processes, is specific.
