Resumo

The evaluation of public policies has the organizational learning as one of its possible results. Organizational learning refers to all the knowledge acquired and accumulated by the organization which performs the public policy. There are three possible organizational learning processes: single-loop, double-loop and deuterolearning. This study aims to investigate, by a case study, how was the organizational learning of a brazilian direct federal organization after the evaluation of one of its public policies, performed by the competent organ of internal control. The evaluation used in this case study is the Evaluation Report n. 55 – implementation of works and equipment for water supply, performed by the Controladoria-Geral da União – Office of the Comptroller General in Brazil - CGU, inside the Secretaria de Desenvolvimento Regional – Secretary of Regional Development - SDR, a secretary of the Ministério da Integração Nacional – Ministry of National Integration - MI, during the years 2011 and 2013, published in May 2016. Through documental analysis and semi-structured interviews, guided by questionnaires, were obtained results for the following question: “what is the organizational learning of an organization of public policies implementation after the evaluation of one of its public policies by an organ of internal control?”. Results indicate predominance of the single-loop organizational learning process, followed by the double-loop process and, at last, the deuterolearning one. The depth of organizational learning increases from the first to the last processes mentioned, and the products and impacts of each one of these processes are defined in detail in this research. Furthermore, for complying with recommendations made by the control organ during the evaluation, it is necessary the use of public policies instruments that induce this compliance. The theory used in this research teaches that there are three types of public policies instruments of possible usage in this case: regulation, economic means and information. This case study shows that there was the sole use of the informational public policy instrument, what is justified essentially by the fact that the Avaliação da Execução de Programas de Governo – Compliance Evaluation of Government Programs (AEPG) is an eminently administrative, evaluative and collaborative assignment of collaborative nature between the evaluated and evaluator organizations. There is no assignment to CGU to enforce punishments or to introduce economic stimulus or loss during an AEPG. CGU is assigned, in the case of Compliance Evaluation, to evaluate the compliance between planning and performing, and to offer, by means of the informational public policy instrument, the pleas and persuasive elements necessary to the accomplishment of its recommendations of accordance between planning and performing. Details about the use of the informational instrument as a mean of accomplishing the recommendations of CGU are offered in this work.
