Resumo

This study discusses the performance of the State Department of Culture with the Social Organizations (compare to Quangos) in the case of the State of São Paulo in the scope of the implementation of cultural actions by non-state entities. The research establishes dialogues with the literature that studies Social Organizations, based on the Master Plan of the Reform of the State Apparatus and on Management Reform, as well as the top-down bias of the implementation of public policies, following the logic of coordination horizontal. Starting from a qualitative approach, the research method used was the analysis of five instrumental case studies in relation to the Social Cultural Organizations (CSOs) of São Paulo and intrinsic to other experiences of contracting. Through documentary analysis and semi-structured interviews, five cases were analyzed, being two Management Contracts (MGs) of the museum area, two of the cultural training area and one MG of the area considered as diffusion. It was decided to use as a theoretical position the publicity, with partnership bias - in which this was one of the subjects discussed throughout the study. The results of the research showed the differences between the partnership of the CSOs and the three Management Units in monitoring and supervising the Management Contracts, as well as the way the partnership relationship is understood in other instances of the Secretariat and the degrees of autonomy that the CSOs have. In addition, the cases provided a general look at the Social Organization model in the area of culture, where the Management Contract was discussed, with notes on the necessity of a matrix of indicators; and the strengthening of accountability and results-based management that occurs. Also discussed was the lack of a guiding objective of the Secretary of Culture, and how the different profiles of Secretaries influenced in this direction and in the relationship with the CSOs. The study concludes that the Social Organization of Culture model in São Paulo is consolidated with the existence of a partnership between the public agency and the non-state entity, however, it is necessary to confront some imbalances of this partnership.
