As implicações do federalismo bolsonarista para o Sistema Único de Saúde

Resumo

The dissertation is dedicated to the discussion of the impacts of Bolsonarist federalism on the Brazilian health system, based on the literature that indicates a rupture with the federal model envisioned in the 1988 Federal Constitution during Bolsonaro's government. The research aims to present the main characteristics of the federalism model conceived by the Bolsonaro government and analyze how the Bolsonarist federal model has been implemented or attempted to be implemented in the Brazilian health system, through normative analysis and proposals under the competence of the President of the Republic or the Ministry of Health, issued between January 2019 and December 2022. This is a research that combines techniques of literature review and data analysis, and four sources were used for data extraction: (i) the legislative portal of the Presidency, for data extraction on constitutional amendments, presidential decrees, provisional measures, and vetoes; (ii) the portal of the Chamber of Deputies for data collection on actions proposed by the then president to the House; (iii) the portal of the Federal Senate to identify presidential vetoes, as they did not appear in the search conducted on the portal of the Chamber of Deputies; and (iv) the “Saúde Legis” portal, from which data on ministerial orders, interministerial orders, and resolutions of the Ministry of Health were extracted. The research corroborates the analysis of Brazilian federalism and understanding of the impacts of the federalism adopted by Bolsonaro in the Brazilian legal system.
