Resumo
The work here presented aimed to analyze, in the light of municipal state policy, the impact of intermunicipal health care consortia (CIS, in Portuguese) on Minas Gerais’ health policy between 2017 and 2021. The chosen measurement parameters were municipal outpatient production, outpatient production of consortia and hospital production. The assumed hypothesis is that an offer of health care services by the consortia influences the ascending and descending flow of health care in Minas Gerais. According to the results, Minas Gerais has a strong state capacity regarding inter-municipal health consortia. Among the three parameters analyzed, only the outpatient production offered by the CIS increased in the period considered (30.43%). Municipal outpatient production decreased by 22.9% and hospital production remained nearly constant. The Pearson Correlation between outpatient production and consortia production was above 0.46, therefore from moderate to high, which shows that these parameters are correlated. Considering the constant and proportional increase in the production of the consortia in relation to the municipal outpatient production, it is assumed that the services of medium complexity provided by the consortia, it is assumed that the medium-complexity services provided by the consortia, such as diagnostic tests and specialized consultations, have contributed to the minimization of the re-entry of patients at the entrance doors of the health care networks, discharging the system and reducing the pressure for basic health care services. The decline in the proportion of hospital production in relation to the production of consortia over the years denotes an increase in the resolution of health consortia, reducing the pressure for more complex services The results achieved allow us to infer that consortia influences health policy, both in the upward flow and in the downward flow of service provision. However, it remains to scale this influence with greater precision. Epidemiological and social control research needs to be carried out to refine the investigations developed here, in addition to others that assess the role and scope of consortia as strategic instruments in the SUS (Unified Health System).
