Resumo

This dissertation analyzes public procurement in the Federal Public Administration and its role in the agenda for reducing Brazilian territorial inequalities. We rescue the legal aspects of public contracting and discuss how contracts are operationalized, going through the administrative rites to the information technology systems used by the bodies in the bidding processes. We analyze the initiatives to promote specific sectors of the economy such as micro-enterprises, small businesses and family farming. For the empirical analysis, we analyzed the data referring to public contracts from 2000 to 2019, to understand how the resources spent on this public sector activity are directed. We identified the states and regions where the bodies that most contracted are, the states and regions where the largest contracted suppliers are, which states and regions are more or less covered with the presence of contracting bodies and contracted suppliers, which bodies make more contracts, what these agencies hire and from which states and regions. For social indicators, we analyzed data on the country's human development in the years 2000 and 2010 and the historical series of families registered in the Family Grant Program, currently known as the Brazil Assistance Program. The hypothesis of this dissertation is that the current model of federal public purchases does not consider the equity agenda and accentuates the problems of regional inequalities registered by the country's socioeconomic indicators. The results showed the strong concentration in the performance of public contracting procedures in bodies based in the Federal District, Rio de Janeiro and Minas Gerais and the concentration of suppliers contracted in the Southeast region, especially in the states of São Paulo and Rio de Janeiro and in the Central region. -West with suppliers from the Federal District. Thus, we conclude that the current model of public purchases of the Federal Public Administration is an instrument of inequality, that is, an institution that reproduces and at a certain moment even increases it, because, since it aims at efficiency and economy, it repeatedly purchases from the same states. and regions, without any qualitative change that would allow it to be seen as an instrument for reducing regional inequalities.
