Análise e redesenho baseado em evidências do laboratório de geoprocessamento da Procuradoria Geral do Estado de São Paulo

Resumo

In 2004, the Attorney General of the State of São Paulo (Procuradoria Geral do Estado de São Paulo, PGE-SP) created a geoprocessing laboratory, named LabGeo, with the purpose of mapping the state of São Paulo’s environmental and real estate property. Since its implementation, the laboratory functioned through outsourced operations, first under the responsibility of the State’s Institute for Technological Research (Instituto de Pesquisas Tecnológicas, IPT), and then of the Paulista Company of Works and Services (Companhia Paulista de Obras e Serviços, CPOS). In 2019, after the extinction of CPOS, the laboratory’s operations were temporarily paralyzed due to lack of staff. Then, a small team composed of five professionals was hired to address critical laboratory demands. This team continued to operate the laboratory at the moment of this work’s completion, but without a long-term planning, considering the problem that LabGeo intends to solve. Given this context, this study aims to support PGE-SP in its decision-making regarding the continuity of LabGeo. Firstly, this study develops an analysis of the laboratory’s previous operation through an Ex Post Analysis. Next, the study elaborates a redesign proposal for the laboratory, based on an Ex Ante Analysis. The results obtained indicate that the continuity of the laboratory would be positive. Nevertheless, it would demand adaptations. Therefore, the new proposal for the laboratory’s functioning, called “New LabGeo”, aims to ensure that LabGeo functions in an evidence-based manner, with structured and integrated processes and rites, and with the necessary inputs for an optimized operation.
