Resumo

This master’s thesis addresses the Fund for Supporting the Structuring and Development of Concession and Public-Private Partnership Projects (FEP), an instrument of the Investment Partnerships Program (PPI) under the Office of the Chief of Staff of the Presidency of the Republic of Brazil. Established by Law No. 13,529/2017, the fund’s exclusive purpose is to finance specialized technical services to support federative entities in structuring concession and PPP projects. The study analyzes its implementation from December 2017 to June 2025, based on official documents, interviews with public officials, and the Satisfaction Survey on the FEP, in addition to situating the fund within the federal policy framework for promoting infrastructure investments. The research is based on two main hypotheses: (i) that the fund has expanded and adapted to the demands of public entities and the growth of the concessions market in the country; and (ii) that subnational governments required alternatives to enable concession projects, given technical and financial limitations. The methodology isa based on the design of a logic model of the FEP for subsequent analysis of its main inputs, processes, and outputs. The analyses carried out highlight the expansion of the fund’s technical and financial support capacity, the diversification of its products and services, and a strategic role in increasing the supply of concession projects in the country, particularly in medium- and small-sized municipalities. The study also identifies implementation trends, best practices, and challenges. It concludes that the FEP is an important instrument in the federal agenda for promoting concessions, with potential to enhance subnational participation in concession projects and diversify the sectors served.
