Ajustes metodológicos para atualização do índice de vulnerabilidade social (IVS) com base na PNAD contínua 2023 e compatibilização com o censo demográfico 2022

Resumo

This note presents the methodological adjustments applied to the IVS (Social Vulnerability Index) series based on the PNADC (Continuous National Household Sample Survey), aiming to bring its methodology closer to that which will be adopted for the calculation of the IVS using data from the 2022 Demographic Census. The changes include the adoption of the new sampling weights recalibrated by the Brazilian Institute of Geography and Statistics (IBGE), the update of the young mothers indicator, now considering women aged 12 to 17, and the restructuring of the child labor indicator, which is now calculated based on the proportion of employed persons aged 10 to 14, instead of the economically active population in this age group. The results indicate that these methodological modifications produced minor effects on IVS values, with a slight average reduction between 2016 and 2023, reflecting lower social vulnerability over the period. This reduction is mainly associated with the incorporation of more complete child labor data, previously unavailable. Although the differences are marginal, the adjustments improve methodological comparability across IVS series derived from different data sources and strengthen their alignment with the most recent databases. Thus, the advances described here represent an important step in preparing for the construction of the 2022 Census IVS and in the ongoing effort to enhance the index.
