Adoção de metodologias ágeis na Administração Pública. Um estudo de caso na Procuradoria Geral Federal

Resumo

Objective: To evaluate the effects of creating specialized units for sentence analysis within Federal Attorney General's Office Disability Benefits (DB) teams, including data related to appeal rates and appeal success rates, management strategies and agile workflows applied in the context of DB Teams, as well as identifying new methodologies and agile workflows that can improve team performance. Methodology: The approach involved collecting and analyzing data extracted from SAPIENS dashboards, as well as collecting primary data through questionnaires administered to seven Federal Attorneys from the 3rd and 4th Regions. Content analysis technique was applied for data processing. Results: The research demonstrated that specialization and centralization of sentence analysis within a specific sector of the thematic team on disability benefits increased efficiency. It also showed that, within the context of the Federal Attorney’s Office, the use of agile methodologies and workflows is essential to manage the high workload. Scope and Limitations: Scope and limitations: This study is restricted to the Disability Benefits Teams (DBT) of the 3rd and 4th Regions of the Federal Attorney General's Office. Primary data was obtained through questionnaire responses from managers of both regions. Numerical data, however, is limited to the DB team of the 4th Region. Practical Contributions: The study highlights the efficiency of public advocacy in applying agile approaches and workflows, suggesting the expansion of these coordinated methods to other areas of the Federal Attorney’s Office and the AGU (Office of the General Counsel for the Federal Government). Additionally, by providing practical examples, the study encourages broader use of efficient methods. Social Contributions: Innovation and modernization in public administration, especially within public advocacy, enhance institutional efficiency and generate social value, contributing to the quicker and more assertive resolution of legal conflicts. Originality: The research addresses the underexplored topic of task specialization in public advocacy, highlighting its relevance.
