Adequando práticas e modelos de gestão bem sucedidos ao Programa Netunoa implementação do balanced scorecard

Resumo

For a long time the Brazilian governrnent has tried to improve the functioning ofthe state ando throughout the years, the several administrations have sought altematives to enhance efficiency. More recently, during the administration of President Luiz Inacio Lula da Silva, the National Program for Public Management and Debureaucratization - 'Gespública' in Portuguese - was established, thus encouraging public agencies to implement management systems by taking part in an evaluation process with awards for the best management practices focused on the quality of services to citizens. In the Brazilian Navy the program was adapted to the peculiarities of the institution. So was bom the 'Netuno Program' in order to establish good management practices, therefore enabling Brazilian Navy units to search for the continuous improvement of the processes regarding their activities. One of the tools that the program intends to incorporate in state planning, is the Balanced Scorecard, often used in strategic management and performance asscssment of organizations. Therefore, in order to contribute to the improvement of management efficiency within the Brazilian Navy's military units, this dissertation intends to identify the advantages, disadvantages and difficulties to implement the Balanced Scorecard (BSC) management model, based on the successful experiences of other private and governrnent organizations - as well as on those of the Brazilian Army - which have already implemented and currently use the model.
