Resumo
Democracy is a political system that has been debated and practiced since the times of Ancient Greece. In this context, Schumpeter played a crucial role in introducing a methodological approach to democracy, although his model is not without flaws and has many areas for improvement. In general, his elitist theory posits that democracy's greatest success is stability, achieved through the presence of professional politicians and a welltrained bureaucracy, with a limited scope of decisions, democratic self-control, and bounded competition, with tolerance ensuring efficient competition for leadership. However, his theory has proven insufficient in addressing the real issues faced within this political regime and has been criticized for its conception of the democratic process, limitation of participation, and elitist. The main objective of this work is to identify Schumpeter's vision in his elitist theory and examine possible criticisms from other scholars, such as Robert Dahl, Jürgen Habermas, Carole Pateman, Amy Gutmann, Dennis Thompson, and Diego Gambetta. By presenting the counterpoints and concepts of deliberative democracy, it becomes clear that democracy is not merely a system that guarantees the right to vote; it also offers numerous opportunities for citizen participation.
