Resumo
Partnerships between governments and companies have emerged as a possible trend in the last decade. Some of the reasons that prompt such partnerships are the government agents' search for new sources of income and means to generate social well-being, and the growth of corporate sustainability as a tool for building trust and dialogue with stakeholders. This dissertation aims to contribute to the debate on forms of cooperation between governments and companies to accomplish the 2030 Agenda. The main focus is to identify ways for the Government of São Paulo State to promote a build back better from the Coronavirus pandemic in partnership with large companies, having the Sustainable Development Goals as a beacon. A qualitative method was applied by means of semi-structured interviews with a sample consisting of fourteen executives from large companies, who stated their perceptions on the state of the art and the challenges inherent to the public & private relationship in the State of São Paulo. Among the findings of this research is the perception that the State of São Paulo is better articulated to interacting with companies in relation to other States, having donation as its main relationship mechanism and do not currently demonstrate a real concern with the build back better or sustainable recovery. In case this perception is proven to be correct, it will be possible to conclude that this is an opportunity on which the Government of São Paulo State has been missing out.
