A participação da sociedade na gestão pública local e na produção das políticas públicasa atuação dos conselhos municipais de Ijupi -RS, de 1989 a 2001

Resumo

This study approaches the partieipation of the soeiety in the local publie administration, through the understanding of the operation of the Municipal Council, conceived as privileged spaces for the citizen's democracy practice. Interpretative investigation of qualitative character, the built knowledge are marked for the subjectivity and for the interactivity in several leveis: of the researcher/citizen with the empiric fiel and with other subjects involved in the process, of the researcher/citizen with the authors that discuss this subject and of the re searcher/citizen by himself. Permeated by the inter-discursivity, gives the theme to the theoretical knowledge regarding partieipation, citizenship, democracy, decentralization, civil soei ety and advices managers of publie politics, re-signifícation necessary concepts to the process of interactive partieipation between the civil soeiety and the State, articulating practices and speeches in historical, political, cultural and economic contexts. With these presuppositions, it looks for knowing, to analyze and to evidence understandings and intentions and forms of acting/administrate practiced by the Municipal Council in the formulation, implementation and evaluation of the publie politics and its relationships with the local publie administration, in the period of 1989-2000, in the municipality of Ijuí- RS. Charting the variables, establishes classificatory typologies in the ones that fít the councils of Ijuí and, analyzing/interpreting documents, norms and narrative interviews, it ap proaches the several characteristies of the same ones. The experience of the councils in Ijuí shows that the involvement of the population, directly (as in the assemblies of the district council's) or through representatives of the main entities of the civil soeiety, besides guaranteeing a more democratic character to the publie administration, it has potential to interfere in the modus operandi of the publie machine and of the municipal governments. It also points to the need of enlarging informal partieipation spaces, not institutionalized, autonomous, open to the partieipation of ali the citizens, being constituted in educational process for the construction of potential spaces of the interactive citizenship.
