Resumo

This dissertation seeks to address the adoption of organizational management theories focused on the instrumental and structural rationality, capable of contributing to promote changes in public and private organizations. As a research and case study, the interventions accomplished from 1996 to 1998 in the management of the social, technical and directive subsystems at DRV - Directory of Vehicle Registration of the Rio de Janeiro State Transit Department - Detran/RJ will be investigated. It is particularly intended to demonstrate how the practical adoption of some theory of both organizational precepts and c1assical management, based upon power centralization and upon operational decentralization, could contribute for the transformation of an institutiona'y entropic organization. The ultimate outcome was greater effectiveness regarding the services rendered: by means of the implementation of innovations in management and information technology, with reflexes to ali other actions of the institution and highly significant results for the population and public safety, it was achieved organizational effectiveness relating to service quality for the users and revenue increase as well.
