Resumo
The objective of this Thesis is, under the general context of the relationship between international trade and the field of sustainability and environmental preservation, to analyze the innovations brought about by the international commitments assumed by Brazil under the Mercosur-European Union Trade Agreement, focusing on the obligations present in the Trade and Sustainable Development Chapter of the abovementioned agreement. The Free-Trade Agreement between two of the world’s most important trading blocs, Mercosur and the European Union, was signed on June 28, 2019. Although its ratification process is still pending ratification, the innovations brought by such an international commitment are undeniable and should be analyzed before their entry into force, for a better understanding of their impacts, not only with regard to inter-block trade, but in the face of changes that will inherently affect its members. In that sense, the present work undertakes an analysis of the interface between international trade, represented by its standards and practice, and sustainable development policies, represented by sustainability standards, such as those present in the EU-Mercosur Trade Agreement. At first, this work explores the implications that the solution reached through the bi-regional scope brings to Brazil, from the point of view of its insertion in the global trade and in the global value chains. The core of the work, however, focuses on the assessment of the inclusion of environmental commitments in trade agreements, analyzing the specific case of the unprecedented commitments assumed by Brazil as a Member State of Mercosur within the scope of its associative arrangement with the European Union. In the end, the contribution of this work will not only be the analysis of the Trade and Sustainable Development Chapter in the aforementioned Agreement, but also a weighing of the main benefits and challenges imposed by this Agreement and its obligations in the environmental field, in order to better ascertain its impacts.
