A influência do gestor escolar na execução do Programa Nacional do Livro Didático

This work aims to evaluate the influence of the school manager in the execution of the “Programa Nacional do Livro Didático” (PNLD). Furthermore, it verifies whether the managers’ characteristics and the school in which they work interfere in the execution of the Program. Methodology: Questionnaires were sent to school managers at schools benefiting from the PNLD throughout Brazil. The sample includes 3,995 responses from 26 states. In data analysis, multiple linear regression was used to identify influential variables, in addition to the student's t test to identify whether managers tend to prioritize pedagogical or administrative activities when implementing the Program. Findings: Managers tend to prioritize pedagogical activities over administrative activities when implementing the PNLD. Smaller schools with fewer teaching stages show better performance in the Program's pedagogical activities. Practical implications: The results provide a panoramic view of the implementation of the PNLD by school managers across the country. Such information is relevant for the federal bureaucracy to monitor and conduct the Program, in the search for better results. Thus, this work contributes to an increasingly efficient and effective policy in meeting its objectives.
